Is it possible to use the API Access Token Generator for creating candidates via this endpoint?

Yes, you can add candidates using Add Candidate endpoint.

When trying to use the access token generated in the UI, I am receiving this failure.

Sorry, I’ve missed that part from your question! For candidates you’ll need OAuth2 token… you can see the list of scopes available here
